Methamphetamine overview in North Dakota

Meth is the most significant drug threat to the state of North Dakota and is the drug-related investigative priority for federal, state, and local law enforcement officials. Addiction treatment admissions to publicly funded facilities for meth abuse from the year of 1994 through 1999 surpassed admissions for addiction of any other illicit drug except marijuana.

Meth is readily available, and its availability is increasing throughout North Dakota. Law enforcement officials seized more meth statewide in the year of 1999 than during the previous 4 years combined. They report that Mexico-produced meth is the most common type available, followed by meth produced in the state of California by Mexican criminal groups. High purity meth produced in small quantities in the state of North Dakota is also of great concern. The number of meth lab seizures has grown since 1998. Mexican criminal groups transport multipound quantities of the drug from Mexico and California via Minnesota and Washington and distribute the drug at the wholesale level. Caucasian and Native American local independent dealers are the primary retail distributors of Mexico- and California-produced methamphetamine. Independent meth producers, mainly Caucasians, are the retail distributors of locally produced meth. In addition, the Sons of Silence outlaw motorcycle gang (OMG) transports small amounts of meth, mainly from transshipment points in the state of Colorado, and distributes the substance at the retail level in the state of North Dakota.

Methamphetamine is the principal drug of concern in North Dakota, a predominately rural state where meth producers have easy access to anhydrous ammonia, a type of fertilizer that is a key ingredient in meth production.

During 2003, 240 residents sought treatment for meth addiction, or approximately 11.7% of all individuals seeking drug abuse treatment. Even though this is a diminution from 2002, when 377 individuals sought treatment for meth abuse, it is a drastic increase from 2000 when only 90 did. Local manufacture of methamphetamine also remains elevated. DEA, state and local authorities have seized over 200 clandestine labs every year since 2002.

Update:

The Combat Meth Act, signed by President Bush on March 9, 2006, gives minimum standards for retailers across the nation that sell substances containing ephedrine and pseudoephedrine. The law limits sales to 3.6 grams of the base ingredient (the pure ephedrine or pseudoephedrine) daily and 9 grams per month, and requires that buyers provide identification and sign a sales log. Also, sellers must keep these substances behind the counter or in a locked case and register on-line with the U.S. Attorney General. Additionally to the federal minimums, North Dakota state law requires that buyers of these substances be at least 18 years old.
