Methamphetamine overview in Rhode Island

Methamphetamine is not commonly produced, distributed, or abused in the state of Rhode Island and, therefore, is not considered a significant threat in the state of Rhode Island. Meth-related addiction treatment admissions to publicly funded facilities increased from the year of 1997 to 2001 but remained low in comparison with admissions for addiction of other illicit drugs.

Methamphetamine seldom is produced in the state of Rhode Island; however, in March 2002 Rhode Island State Police arrested a person who operated a methamphetamine lab and supplied local students with the drug. This was the only meth lab seized in Rhode Island from the year of 1998 through June 2003.

Meth treatment admissions per 100,000 citizens (2003): 1

Rhode Island's location on the East Coast has, so far, insulated it from the spread of the West Coast's epidemic, and according to drug enforcement authorities, methamphetamine is seldom seen in the state. Cocaine is the state's biggest drug menace and far eclipses meth.

According to TEDS, addiction treatment admissions increased from 7 in 1997 to 16 in 2001. Federal law enforcement officials seized no meth in Rhode Island from 1998 through 2002.

During 2004, 1,601 individuals sought treatment for cocaine addiction (or approximately 12.5% of individuals seeking drug abuse treatment), while only 13 (or about 0.1%) sought treatment for a meth addiction.

Likewise, only seven clandestine labs have been seized in the state since 2000. In spite of the present lack of symptoms of meth abuse in the state, Rhode Island is not immune to this epidemic; it takes several years before the effects of the drug can be fully measured.

Update:

The Combat Meth Act, signed by President Bush on March 9, 2006, gives minimum standards for retailers across the nation that sell substances containing ephedrine and pseudoephedrine. The law limits sales to 3.6 grams of the base ingredient (the pure ephedrine or pseudoephedrine) daily and 9 grams per month, and requires that buyers provide identification and sign a sales log. Additionally, sellers must now keep these substances behind the counter or in a locked case and register on-line with the U.S. Attorney General.
