Methamphetamine overview in Wisconsin

Methamphetamine production and abuse are expanding from the states of Minnesota and Iowa into mainly the rural counties in the western part of the state of Wisconsin. Meth is expanding in popularity because it is less expensive and has a longer euphoric effect than crack would have. Mexican DTOs transport the bulk of the meth available in Wisconsin from California and other Southwest Border states. However, meth laby seizures are increasing at a substantial rate, an indicator that local production is also increasing. Meth production is causing serious safety and environmental concerns in the state of Wisconsin.

Meth abuse is most prevalent in western part of Wisconsin, but it is beginning to spread throughout the whole state. The states of Iowa and Minnesota law enforcement officials note that meth production, sales, and abuse have been at high levels, and due to investigative efforts in those states, meth transporters are moving into the state of Wisconsin. Meth abuse has spread from northwestern part of Wisconsin to southern and eastern Wisconsin. Eleven additional counties east and south of the initial problem area cited meth as an expanding concern.

Lately, the rural communities in western Wisconsin have started to feel the westward spread of the meth epidemic, even though the drug has not yet made inroads to the state's larger cities. During 2004, only 259 individuals sought treatment for meth addiction or approximately 1.1% of all individuals seeking treatment for drug abuse. Nonetheless, the amount of individuals seeking treatment for meth has risen almost 50% each year for the past numerous years, from 70 in 2000 to 160 in 2002 and to 238 in 2003. Even though most of Wisconsin's meth is produced outside of the state, drug enforcement authorities have reported an overall decline in the number of local lab seizures: from 101 in 2002 to 78 in 2004.

Update:

The Combat Meth Act, signed by President Bush on March 9, 2006, gives minimum standards for retailers across the nation that sell substances containing ephedrine and pseudoephedrine. The law limits sales to 3.6 grams of the base ingredient (the pure ephedrine or pseudoephedrine) daily and 9 grams per month, and requires that buyers provide identification and sign a sales log. Also, sellers must keep these substances behind the counter or in a locked case and register on-line with the U.S. Attorney General. Additionally to the federal minimums, Wisconsin state law requires that buyers of these substances be at least 18 years old and stipulates that sellers be pharmacists or pharmacy technicians.
